"The Speaker's Rules of Observation (AKA Ground Rules):[/u]
1 - One (1) Council Rep (Aldeer, Leader, Deputy, Tri-Chancellor) will be recognized at a time.
2 - The order shall try and follow "Robert's Rules"
3 - In addition, all Council Members will ask to be recognize, vote, or call a "point of order" with:
(Stand) "Mr. Speaker...." and then wait to be acknowledged from the Seat.
4 - Members who have a vote, have the right to stand in this Great Council of Ours and speak.
5 - 'Point of Order' may be called out-aloud by any member of the Council, if he/she believes a rule has been violated, or is in need of Clarification
and Finally.....
6 - A new thread under the Council Category, may only be created by the Speaker. Any member may ask for a start in a new issue *and after approval, may be posted on as a seperate thread...*
Officers / Aldeers, you have Offices, you may govern them as you wish, since it is yours."
When a member state of the UDA makes any reference to a response in any form of Political Setting of a Party, you must have the approval of the Council, or simply state "This is not the official statement of the UDA"
If you are speaking on behalf of the Party's Council, then you simply state that it is on behalf of the Party.
The Council has the right to appoint any member of the Party to represent the party on issues, however otherwise stated, the Leader of the Party will be a spokesperson for the Party as a Whole.
A Tri-Chancellor will represent the party for Policy and Clarification between parties.
The Speaker may represent the Party's Council if need be.
